Planning and Engineering is ready to assist with your permitting needs. The department is responsible for various permit types and frequently holds pre-application meetings with project development teams and/or Contractors to help identify required permits and to provide guidance and information to help navigate the permitting process.
For all projects located within the jurisdictional limits of the District, Planning and Engineering performs your local development permit reviews and issues construction permits. Planning and Engineering also oversees all applications to the South Florida Water Management District (SFWMD) for projects located within the District. For certain geographic areas located outside of the District, permitting with Planning and Engineering may also be required. These types of projects typically fall within two categories including areas under a District Conceptual Permit or areas that drain to the District’s master drainage system and are located within our Tributary Basin Fee Collection Area. Depending upon the project specifics, below are some typical permits that may be required:
-Planning Review (Consistency, Concurrency, Site Plan, Landscape/Irrigation Review & Approvals)
-Engineering Review (Including SFWMD and Site Civil Construction Permits)
-Right of Way Use Permits (Including Special Event Coordination)
-Haul & Oversized Load Permits
-Dewatering Permits
-Erosion Control Reviews and Permits (Including SWPPP and Turbidity Control Permits)
-Tributary Drainage Review (Only applicable to projects located outside of the District)
Permitting System:
Applications for permits are submitted in an online permitting system called BIM 360. Please note this is an independent permitting system from CFTOD Building and Safety (Accela). Be advised that some projects may need permits from both departments.
To start the permitting process, please complete and submit the below form. This will provide access to the Planning and Engineering permitting system and will create your project’s permitting folder. Once the form is submitted, additional information regarding next steps will be provided.

Pre-Application Meeting Request:
Please submit any requests for a pre-application meeting to buzzsaw@oversightdistrict.org.
In your request please include the name of the project, number of requested attendees, if an in person or virtual meeting is requested, and any additional relevant project information or topics of discussion to ensure proper personnel (planning, engineering, compliance, etc.) are identified to attend.
Uncertain if you need a Permit?
Navigating the requirements of federal, state and local regulations is no easy task. Planning and Engineering is happy to answer questions regarding permit requirements. A few helpful tips of when you may be at risk of a permit being required:
-New development
-Redevelopment with modifications proposed outside of a structure
-Change of use of an existing structure or property
-Maintenance activities outside of a structure including storm, roadway and other infrastructure
-Clearing and/or grading
-Proposing to use, cross or modify District property (including on, over or under said property)
-Transporting an oversized load
-Hauling
-Special events – If changing traffic patterns, requesting escorts or caravans, etc.
-Proposing to eliminate, add or modify parking
-Any pumping of surface or groundwater
-Proposed work within, above or below a surface waterbody
